Force Majeure Shuts In Most of REX Zone 3 Receipts

A force majeure declared Tuesday on the Rockies Express Pipeline (REX) system remained in effect Wednesday morning and has resulted in an approximately 1.1 Bcf/d reduction in east-to-west flow from the recent throughput level of 1.8 Bcf/d.

The pipeline's mainline was interrupted on Segment 390 in Monroe County, OH, shutting in four of REX's five Zone 3 receipt points.

REX said in a customer notice that a flange connection for a side valve may have failed at the Ohio River System-Bearwallow interconnect, causing an "operational interruption...Repair crews have been mobilized; however, there is a risk that weather in the area may hinder repair efforts.”  A return to service was projected for Thursday.

Segment 390 is where four of the pipeline's five Zone 3 receipt points are located. The only operating Zone 3 receipt point is in Segment 400, the Markwest/REX Seneca Noble point. According to NGI's REX Tracker, that point had operational capacity on Wednesday of about 725 MMcf/d and was flowing 684 MMcf/d.

Genscape Inc. noted Wednesday that the Markwest/REX Seneca Noble point typically flows about 600 MMcf/d with a listed operational capacity of 685 MMcf/d. However, REX temporarily increased the operational capacity to 725 MMcf/d due to the force majeure.

“It seems that this point will be the only major receipt point feeding REX’s east-to-west flows out of Ohio,” Genscape Inc. said in a note Wednesday.

“Some of the gas that normally flows onto REX from these affected points can make its way onto Tetco or Dominion; however, in this case it seems that most of the 1.1 Bcf is being shut in. Scheduled receipts from production within 70 miles remained flat,” Genscape said, “indicating that this gas has not been scheduled to flow onto another interstate pipeline as of the evening cycle for gas day March 2, 2016.”

For gas day Wednesday, points scheduled for zero flow (primary and secondary firm quantities, as well as AOR/ITS) were:

  • Receipts: East Ohio Gas-Clarington, Ohio River System-Bearwallow, Eureka Hunter-Monroe, Rice-Gunslinger.
  • Deliveries: East Ohio Gas-Clarington, Dominion-Clarington, Tetco-Clarington.

"REX is anticipating that nominations can be accepted in the evening cycle for gas day Thursday, March 3, 2016 up to the operating capacity at each point prior to the force majeure event," it said, adding that it was contingent upon the progress of repairs.
